Ukraine diesel generator market 2024–2026: official import statistics

Short answer: Ukraine imported diesel generator sets (HS 8502 11–13) worth USD 226.5 million (32,201 units) in 2024. Imports fell to USD 63.0 million (10,853 units) in January–September 2025, then recovered from the end of 2025. Türkiye was the largest country of origin by value in both periods (39.4% and 33.7%); China was first by number of units. EU shipments to Ukraine in January–July 2026 reached USD 96.8 million, about twice the EU’s total for 2025.

In the 75–375 kVA class, Türkiye was the largest supplier by both value and units. In the class up to 75 kVA, most units came from China; the average declared value of these Chinese sets was about USD 1,550–1,630, which indicates mostly small portable sets.

Seasonality

Monthly imports of diesel sets (Ukraine’s declaration, UN Comtrade):

• 2024: USD 6.7–8.6 million per month from January to May, then a peak from July to September (USD 36.75 million in July, 34.95 million in August, 30.11 million in September).
• 2025: USD 16.29 million in May, then USD 2.8–5.2 million per month from June to September.
• 2025–2026: EU shipments of diesel sets to Ukraine rose from USD 4.44 million in October 2025 to USD 30.61 million in February 2026 and USD 23.59 million in March 2026, then eased to USD 3.5–7.7 million per month in May–July 2026 (Eurostat).

Demand peaks coincide with periods of heavy damage to the power system and with the heating season.

• Türkiye’s diesel exports to Ukraine in the fourth quarter of 2025 were USD 26.71 million, about half of the year’s total.
• In January–August 2026, Türkiye’s share of all HS 8502 imports was 13.6% (about USD 84 million), according to Ukrainian customs data reported by Interfax-Ukraine.
• Estimate: diesel set imports for full-year 2025 are estimated at USD 120–131 million, and for January–August 2026 at USD 190–240 million. These estimates are derived from mirror statistics and are not official totals.

Notes on the data

• Ukraine records imports by country of origin. A Turkish set shipped through Poland is counted as Turkish. Eurostat records shipments from the EU, which can include re-exports of Turkish or Chinese sets.
• Ukrainian import values are CIF; Türkiye’s export values are FOB.
• Military and humanitarian deliveries may be incomplete in trade statistics.
• The HS 8502 total includes gas-engine gensets and other equipment; it is not a diesel-only figure.
